What prevents me from using a C&R in NJ to buy qualifiying guns?

It is all not in one place. NJ not recognizing a C&R is based on:

1. All firearms transactions to any NJ resident other than a licensed dealer must be FTF.
2. A licensed dealer is someone "engaged in the business" which requires a 01 FFL and a NJ Firearms Dealer's license. NJ doesn't issue dealer's licenses to someone who is not engaged in the business.
3. A C&R is not engaged in the business and although the federal license allows you to order certain guns from distributors you are not a NJ licensed dealer so you must make transactions FTF.

PS This is the same rationakle the NJ AG used to stop CMP from shipping rifles directly to NJ residents, something they have done for over 100 years and over 40 years under current NJ law.

2C:58-3a - No person shall sell, give, transfer, assign or otherwise dispose of, nor receive, purchase, or otherwise acquire a handgun unless the purchaser, assignee, donee, receiver or holder is licensed as a dealer under this chapter or has first secured a permit to purchase a handgun as provided by this section.

2C:58-3b - Similar to above, but applies to rifles and shotguns. Says the person acquiring must have an NJ FID card, and must complete a Certificate of Eligibility.
 
No State Laws

The C&R application states something like " obey ALL State Laws" That is why a C&R does not work in NJ you MUST follow STATE LAW
