Whats Going On With This Magazine?

Sorry if this is in the wrong subforum; I figure that although its a pistol mag its more of a general question.

Anyway, whats happening with this (Mec-Gar) magazine for a Ruger P Series pistol?

Is that a solid plastic plug at the bottom, or is it round-containing? My guess is its a solid plastic plug that fills up space that isn't necessary due to stronger alloys (thinner mags) and better springs. However, not having one to look at, I'm curious.

If I'm right it'd have been a lot nicer for them to use that space to fit more rounds...

Eta: basically they cut/make the standard metal body short and add that piece so that a person can't just remove a plug to get back to a std capacity mag
 
It is the wrong picture for the product. As pointed out it is a 10 round limited magazine picture in a 15 round magazine advertisement.

If you search for Mec-Gar RP8515B (the product number given in the ad) you'll find the actual mag is this.

Yup, wrong picture.
Some companies stamp bumps into the side of the magazine if they need to limit it. Some locales aren't happy with that because they can be drilled out, and back to full capacity even though your mag now has a hole in it.
So that's a magazine for the 10-round capacity, with a big plastic baseplate to make it the appropriate size for the gun.
On the plus side, as far as manufacturing is concerned, that means they can just use the compact version of a mag--if the gun has a model that naturally takes 10-rounders already--and change baseplates, instead of having to make a completely separate design.
