To my knowledge, Speer dosen't sell the GoldDots in bulk except to some commercial loaders.
Hornady likewise doesn't sell XTP's in bulk to general market but does to commercial loaders, and requires them to sign an agreement they won't resell the components in bulk.
For GoldDot bullets, contact Curtis Shipley with Ga.Arms/Master Cartridge, in Villa Rica, Ga. They load Speer GoldDot bullets in their line of new and reloaded ammo. He may make you a deal. Be sure to speak with him personally, as the receptionist/operator will probably blow you off by saying they don't sell in bulk.
I'm sure if your'e going to buy, say, 100,000 bullets, that Speer will want to talk with you about a bulk order.
FWIW, I've found that for accuracy and similarity, the Rainier Ballistics are MIGHTY CLOSE to the Speer GoldDots. Only difference I can see is perhaps a slightly thicker plating on the G-D's, and of course, slightly different nose shaping and finishing on the Hollow Points. If the very slight difference in accuracy (in favor of G-D's) is not important, or terminal ballistics (expansion performance) is not critical, I say go with the Rainier's. Rainier will sell direct if you buy 35,000 or more bullets at one time.
