I doubt you will ever see it again. According to Mr. Bartlett, what he had heard was that when the TALON contract ended, the follow on ammunition demilling Government contracts disallowed selling components.
TALON was able to win a low bid because they factored in selling components to the civilian market. I suspect this selling of cheap components angered some one, quite possibly a ammunition company.
It only takes a small campaign contribution to get a Congressman to introduce an admendment, or make a call, any of which ended the sales of surplus ammunition components.
The powder is being burnt, and the bullets and brass are being melted down to ingots.
Not only did you not know about it, you don't even know who is picking your pocket.
