What exactly is "Whitebox" ammo? Are they factory reloads?"

just cheap target ammo packaged loose, usually in larger than normal quantities. straight up economies of scale stuff, but still new factory ammo. as i understand it.

If your referring to the Wally World White Box ("Winchester White Box" Value Pack) from Wal-Mart, it is Good ammo, packaged in boxes of 100.

Not all is loose packed, .40 S&W is not but the 9mm is.

My Wal-Mart sells the .45, 40 S&W, 9mm and now the .380.

Are you referring to the "Winchester White Box" ammo? If so, it's just cheap target range ammo, that can be found in 100 round value pack boxes.

If you're referring to Winchester "White Box," that's slang for Winchester's "USA" line of ammo.

Also, to answer your question specifically, Winchester USA (or "white box") is NEW ammunition, not reloads.
