I bought a new Saiga 7.62x39 yesterday and I found what looks like a center punch in wrapping paper in the box. What is this for... PG conversion tool?
If it's wild guess time, I might use it on the latch that releases the gas piston assembly. That takes some whacking on some AK's and SKS's. I've been known to use a plastic rod and a mallet to get that latch pushed down.
You know the little supository shaped thing that holds the cleaning parts? Theres a slit in the side of that that's specifically for the gas tube latch.
Saigas are packed in Russia with three magazines, a cleaning rod and a cleaning kit.
Where the stuff goes after the guns get to the distributers is anybodys guess.
I bought my rifles from Glenn Zanders Wholesale from Baldwin Illinois and evrything but the spare magazines were in the boxes.
EAA probably takes the 'extras' and sells them as products and spare magazines for profits. I've heard of people getting cleaning kits, slings, and everything with their Saigas. Yet the most recent purchases, like mine, come only with a punch (of all things).
My Vepr, My Romanian Trainer, and my EAA biathlon each came with all the accessories

The box my gun came in was sealed in a plastic bag, the only thing I got was the gun, 1 mag, and the punch. I can only assume it came from the factory that way.
Are you saying American distributers are incapable of replacing a sealed bag?
Assume nothing.
Guns are routinely repacked at the Distributer level.
How else could they advertise "hand picked" on some items and most fingerprint serial number check before the weapon is sent to the dealers.
If you want to find the missing pieces try looking at the ads for closeout specialist distributers like CDNN.
