Why is the Government buying so much ammunition all of a sudden?

I first heard this from my mother and thought it was a hoax but I'm starting to see it more. Is this real or just a hoax? If it's real then why do they need so much ammo all of a sudden? Seems like it would increase paranoia among the people.
