I can't even count how many things are misguided about your suggestion. Deciding to be an FFL is a business, not a risky business.
Please elaborate, there is absolutely no reason to not initiate the background check prior to the arrival of the firearm to the FFL. Only section A and B need to be filled out for the background check to commence. The day of the transfer the rest is filled in. My reading level and comprehension is quite high if you care to argue the point further. I've actually looked at the form and I use three different FFLs that will do the transfer this way. Illinois has a mandatory waiting period and I don't care to unnecessarily add any time to it.
