When you realize that thieves will steal anything that isn't nailed down, it makes you glad it's behind glass. I like to be able to find what I need without having to bug semi-competent employees, but in box-retailers, ammo should be locked up, IMO.
From the retailers standpoint, some 13yr old swipes some ammo, plays with his dad's gun, gets killed=lawsuit.
From a customer standpont: Do you really want ammo out where bob knows what can happen to it.? I know for a fact that a lot of parents will stand by and let their kids tear up a store without telling them to stop. I've seen it, it ticks me off. Imagine if the parent looks away, a kid gets two different boxes of ammo off a counter, opens and spreads them out. The parent looks back, recoils in absolute terror
at ammunition in their kid's hands, and crams them all back into the boxes without any thought to whether it's the same. You come along and unknowingly buy an affected box, and at home, realize there's 9mm Makarov mixed in your Luger box. It's not returnable in my state. Even worse, maybe you don't notice it!!!
Point of advice: Open the box before you pay, if you can.
RKBA requires us to have and use common sense, and like it or not, ammunition sitting openly availiable in an
uncontrolled envronment is not smart. A gun/hunting store is different. Pack the walls with ammo for all to fondle. There's someone behind a counter somewhere that will take the time to sort out my above example. Most people that shop in such a store know enough to keep their kids on a short leash. I'd say shop-lifting of ammo by gang-bangers is probably at a minimum.
