It's not a "big bucks" gun and is accurate & whole bunch of fun to shoot. At the range or busting ground squirrels, it's the one I usually pick.
Marlin 39A...of course it's my only rifle and only plinker at the moment, but I'll never get rid of it. The guy next to me had one of the AR-15 .22LR conversions which I want to look into. That looked pretty fun too!
My Remington '77 ADL 22-250 with a brand spanking new Clearidge 6-20X40 on it gets the job done at the range. I'm currently shooting 200-250 yards and having a blast trying to make tiny groups and yucking it up with anyone that shows up to make noise.
For plinking I typicaly pack my Saiga in 7.62x39. I just purchased a gsg-5P and I plan to submit the forms to SBR it. Having shot the GSG-5 rifle I suspect that when the SBR is complete it may well take over as my favorite plinker.
The PS90 is a really fun little plinker but the price of ammo keeps it out of the top spot (same for the various 223s).
My ruger 10/22. Cheap to shoot, accurate as all get out, fun to burn though 3 25 mags and know that it only cost you $1.50 (the price of 2 30-06 rounds), and I have a Dragonov stock on it so it is good practice for a tac rifle.
