I don't think it has to do with a new design change, but maybe they want to compete with the other lower end .380's like the Taurus TCP or Kel-Tec P3AT. Maybe Ruger's thinking is they're such a big company they can sell the LCP at next to no profit and make money on the LCP line with magazine sales and accessories while their other guns make the big bucks.
Remington's recent reputation already did that.I thought maybe Ruger dropped the price to try to undermine Remington's release of the RM380.

Correct, the LCP doesn't have a magazine disconnect.My LCP doesn't appear to have a magazine disconnect. I haven't tried shooting it without the magazine, but the hammer does fall when dry firing without a mag.
