I would think the Nosler Parts would work well for SD.
I haven't used them in .22 for anything but the ones I have used in other calibers seemed to perform as designed, front opens fairly quick, back holds together.
A nice bonded bullet might be a good choice as well.

But 62gr so maybe to heavy.
I haven't run tests on them but they are a bonded bullet so should slower expanding than the usual stuff for varmints but designed to kill soft skinned game quickly.
Military bullets are not allowed to be expanding in general so they are not designed to expand. (Geneva Convention) There have been some clever tricks to get around this, marginal stabilization hopefully they tumble on impact, designed to fail and split on impact etc...
For shooting anything soft I would want an expanding bullet.
12"-18" is considered ideal penetration for SD for pistol bullets so you want decent penetration. Think maybe through a jacket, through an arm, through a jacket again, jacket again, and into the boiler room would be sort of a worst case not behind cover sort of situation and not wearing armor. (I sure there are other worse ones but I could see this one as a real possibility)
