    hand prime vs press prime?

I would suggest you try them both out and see what you like. I do bench, hand, and progressive press priming depending on what I am loading. They each have their benefits/advantages in my opinion. Whatever you do, do it safely.

    308 in 7.62x54

To answer that you need to know your bore diameter - slugging the bore is the common method.

Ever had a proven load turn bad?

Whenever that has happened to me, it has always been something getting loose on the gun.

Rifle case prep. I have searched!

There once was a time when most folks just wiped the dirt off brass and went right to loading..... You will need to deal with crimped primer pockets. I would add that you need to inspect your brass. Maybe I read over the caliber, but for rifle you should be checking for any case separation as...

    Hornady: "We change everything 10/27/15"

So all the previous plastic tipped bullets I have bought from Hornady were of poor quality and melt mid-air screwing up the BC according to them. I don't imagine fully jacketed or even SP bullets doing that, so they made a problem and are now marketing the solution?

    Why do we 'need' speed?

Who cares about speed or velocity or energy if you can't hit the target consistently or you beat your shoulder to death? Not to detract from your question, but I think accuracy is first then consider the others. It is like the old racer mindset: I don't care how fast you can go, if you don't...

    7.62x54r

If you want to shoot well, you will need to find out the actual bore measurement as others have said. There is a lot of variation among those M-N rifles. You will need the right die neck expander and right size bullet and you can find that from trial and error or taking the measurements.

Proposed: ban on .380 cal pistol

Ban the round? Little extreme :-) http://www.midwayusa.com/product/270949/shell-sorter-brass-sorter-380-acp-adapter-plate I don't mean to sound rude, but you should be more careful and check your rounds and cases better. You are lucky something worse did not happen other than no-extraction.

    Most accurate load?

Standard deviation is not just related to "your consistency" at all. It is calculated from the data and includes all the variables. It is total consistency. The most accurate load is the one that always hits the target you intended. That is not wholly related to consistent velocity or speed.

    Another stupid question. :(

Knock out primers, seats a ball? What? The simple answer to your question has been given. Seriously there is not going to be an instance of reloading where you don't size the brass (be it full length or neck sizing). I have universal de-capping dies, but 99% of the time like most folks I...

Are you less precise reloading for guns with open sights?

I don't intentionally load anything "less precise" because what would be the point of that? But I wonder what makes you think any guns with open sights are less precise? Maybe the shooter is less precise, but some of my most accurate rifles have open or peep sights. Optics don't alter the...

Without a doubt yes. Please don't even begin to consider that as a step to omit.

How many firings will I get...

That is sort of like the old question about how many licks it takes to get to the center of a tootsie pop :-) You will get as many firings until the brass fatigues and either splits at the neck or begins to get head separation (less of an issue with neck sizing dies like you mentioned). There...
