If you want a straight answer, ask the sporting goods department manager. It's their responsibility to know the procedures and they're liable for everyone under them. Any of the higher managers probably don't know the specifics at all, other than what they have to do for a gun sale.

Yep, I had an old milsurp case actually pull the decapper portion out of the stem of my sizing die. Turns out that whole batch with that headstamp was such a bear to get through because the flash holes were way undersize.

I'll add another +1 to HP-38. I use it in .40, .45, and reduced .357 loads. For full tilt .357, I've only used 2400, but have no complaints. It has also been one of the most accurate metering powder of my Lee measure thus far.
