Yeah, that's about what I figured, too - it's not MY carbine, but I personally don't think it's a real great idea to try welding the block back on, considering the immense pressure developed by burning propellants, not to mention trying to fire a bullet down a barrel that might have been warped...
I have a Universal M-1 Carbine, and the gas block has separated from the barrel - it blew off while firing a standard, commercial .30 cal. round (not a handload.)
My question: Can the gas block be re-welded to the underside of the barrel, without the barrel being warped by the heat of welding...
I'd get my family on the floor (VERY quietly and quickly), draw down on the armed man and say something that would get him to turn around, then empty my weapon into him.
THEN worry about whether I was gonna go to jail for firing first, since the current state of the judicial system seems to be...

I had a similar experience at a range in Vermont - their rationale was that terrorists use AKs and its variants.

I've come across a statement recently (no, I can't remember where) that implied that it is NOT SAFE to fire military 5.56x45mm ammo in a rifle chambered for .223 cal.
I have a pre-ban Ruger Mini-14 that I treasure, and would hate to damage it (or ME) in any way, by firing the wrong ammo...
