My father had to work and save for several years before he had the money for his title II Sten MkII. Even Though he had to save for years to get it I doubt he would care if everyone else could suddenly go out and get get Stens for $400 instead of $4,000...
If I were to get an FN SPR complete action, how hard would it be and what tools/equipment would I require to barrel it?

Already been done. I was at Niles a while back and someone had a muzzle loader with picatinny rails. It was tacticooled out with a $2,000 ACOG, laser, and flashlight.
