How might this actually get installed? Is it as easy as it looks?

looks like all I would have to do is drill two holes and pound in two rivets.

You would get much better results, looking and staying, with the proper rivet squeezing tool. They also make no drill mounts that don’t require uncommon tools (outside the aircraft industry) for decent results.

Yes, you'll have to cut away a portion of the stock to clear that base.
My two cents? Stick with the irons sights, or a rear sight base mounted scope or red dot setup. SKSs are not long range or precision rifles.
I have no illusions with this being a long range rifle, I just have a particular red dot I want to attach and this is the mount I need for it.

By the looks of the arctic birch stock, it looked like a Russian model he destroyed any collector value on by drilling, what, 10 holes in it?
 
They are not difficult. Watch several videos to get acquainted with the process. Drill straight & true.
