This article is great. I've got an idea Philly, how about you keep someone locked up long enough so they don't go killing people while out on bail or parole. Yeah I'd be afraid to testify against someone who is a known thug, a known problem, has a long criminal history yet was allowed to roam the streets because of the completely ineffectual criminal justice system.

On a day when the city's homicide rate reached 200, another appeal went out today to stop the violence.

It came from the police commissioner and the district attorney and it was directed at residents who know of illegal guns in homes.

They pitched this deal: Allow police searches and no one will be charged with illegal possession of any firearms found.

"This gives . . . a mom, a dad, a grandfather, a homeowner who wants to get an illegal gun out of their house, a simple and easy way to get rid of it," District Attorney Lynne M. Abraham shouted over the rumble of the Market-Frankford El at 52d and Market Streets.

At that West Philadelphia intersection in the middle of a busy shopping district, a daytime shoot-out had left one man dead and three others wounded just seven weeks earlier. Passersby, in fact, suspected similar carnage when they caught sight of police cruisers and uniformed officers gathered for the 5 p.m. news conference.

Instead, they heard from city officials desperate to, as Abraham put it, "stem this endless flow of bloodshed on our streets."

Nearly 90 percent of the city homicides this year - 16 more than last year at this time - were by handgun, said Police Commissioner Sylvester Johnson.

This latest gun-removal initiative, which follows a buy-back program started last year that Johnson said has resulted in the recovery of 1,200 firearms, is evidence that "everything we can do . . . we're going to try to do."

Public cooperation is another matter. What's the incentive for people to pick up the phone and invite police into their home to search for a gun?

Their action, Abraham answered, could "save a life. That's its own reward."

The program, modeled after one in St. Louis, Mo., requires police to get consent from a homeowner or renter who is at least 21 to search a home, Abraham said.

Exemption from all prosecution is not assured. For instance, if the recovered gun is linked to a murder, prosecution for that murder would follow, Abraham said. Those inviting police into their homes to search for illegal guns also should not expect officers to look the other way if evidence of illegal activity - including drugs - is present, she said.

Outreach is being coordinated by Philadelphia Weed and Seed, a nonprofit crime-prevention program. Volunteers went door-to-door in West Philadelphia after the news conference to distribute post cards urging those who want to report an illegal gun to call a DA hotline. That number is 215-686-9585. Posters, billboards and ads on buses are planned.

Tysha Hillman, among those who first suspected the worst when she saw all the police gathered, signaled thumbs-up when told about the initiative.

The 36-year-old West Philadelphia mother of three teenage girls said she would report any illegal guns "in a hot minute." It's time, she said, to "stop the violence."

Oran Betha, 31, a lifelong resident of West Philadelphia, said that he agreed, but that he isn't optimistic the hotline will be deluged. The reason: "People are scared."

Not freaking likely I'm going to invite the cops to search my home. If I had a gun that I REALLY wanted to get rid of I would drop it in a mail box.

and unless things have changed, 98% are drug related, either users getting money or dealers protecting turf. Guess who won't be turning in their guns or letting the police search thier homes.
 
Cause, reaction, solution

Hegelian philosophy. They don't enforce the laws already on the books. That causes the problem. Them the people cry out, then they come in with a new law to fix it with a hidden agenda behind it. You have a right to defend your home from enemies foreign AND domestic.

I'm ignorant of PA gun laws. What guns are "illegal?" Is there registration so an unregistered gun is illegal? Are they after NFA weapons? Are they after those that can't own a gun under federal laws? Who defines illegal and what qualifies? My gut says they say any gun is "illegal" if it's in your possession and they don't want it there.

OK, 200 per what, year, day, hour? per 10,000 population, 100,000 population, 1 million population? So far this year? Sloppy quoting of numbers and technical facts is why I have no respect for most journalists. It could also be the 4 years in Marxist indoctrination, I mean, journalism school instead of actually learning a discipline that requires critical thinking and expertise.

That's 200 so far this year. Looks like Philly is going to blow right by Camden, in 2007. This plan is going to accomplish zilch. Nobody in North or West or South Philly is going to be inviting any cops into the house. Trust me.

Last time, they offered grocery vouchers for guns. You should have seen the crap people were turning in. Nothing any self respecting gang-banger would be caught dead with. "Yeah, here's my Glock. Now give me my voucher so I can go buy a hundred bucks worth of Tasty Kakes". Didn't happen.

Jimmie- PA is a "shall issue" state. There is no registration. ID and a NICS check are the requirements. Anti-gun factions (probably emigres from NJ) are trying to change all that with the usual registration, and 1 gun a month stuff. They are citing all of the crime in Philly as the reason. Actually, it's mostly the Philly politicians who are pushing for more anti-gun laws.

Lynn Abrahams, the DA, and Mayor John Street-thug, are a lot smarter than this. They know this isn't going to any good. It's just another "feel good" measure to shut the millionmommaddmothers up.

The millionmoms are pretty militant in Philly. They got into a big brawl the last time they had a demonstration. That's leading by example, I guess. And they wonder where their kids get it.
