Today, the mayor of Seattle, Greg Nickels, by executive order, banned all guns from all Seattle city property, including parks, buildings, and events. This includes holders of Concealed Weapons Permits. He said, quite simply, that the public will be safer without guns on city property. He said he will work with promoters of events such as Folklife and Bumbershoot to figure out ways to enforce this ban. He also encouraged State lawmakers to follow his lead and enact tougher gun control legislation in Washington.

Executive Order. Wow. I mean, wow. Where do we start?

I'm not smart enough to post a link to a press release or a news report, but I'm sure they're out there.

The state supersedes the Mayor of Seattle and that is a violation of the Washington Constitution... isn't it??

SEATTLE -- Seattle Mayor Greg Nickels has called a news conference where he is expected to announce restrictions on concealed weapons on city property.

Nickels has said the restriction is needed because of a shooting at last month's Folklife Festival at the Seattle Center that wounded two people.

Seattle Police Chief Gil Kerlikowske also is scheduled to attend Monday's news conference.

The mayor can issue an executive order directing policies for city properties and actions of city employees and agencies.
 
I believe that Folklife and Bumbershoot were already covered by CCW restrictions for WA (prohibitions against outdoor festivals and the like).

This doesn't make any sense? If they have no authority to do anything about it then it's just for show?

Maybe we should ban Folklife? There doesn't seem to be any ban on drugged up hippies in public parks.

That sounds like Oregon's "bans" where they can ask you to leave and if you refuse, cite you for trespassing. It's just for show.

Snohomish man charged in Folklife shootings

The 22-year-old Snohomish man accused of firing a gunshot at Seattle's Folklife Festival last weekend, wounding three people, was charged today with one count of second-degree assault.

Prosecutors allege that Clinton Chad Grainger, a housepainter with a history of drug addiction and schizophrenia, intentionally injured Henry Morris, Sarah Thorsnes and Josh Penaluna.

Charging documents say the incident, which happened about 6:30 p.m. Saturday north of the International Fountain, began when Grainger looked at Morris as if he was looking for a fight.

Grainger asked Morris his name and when he wouldn't tell him pushed him in the chest. Grainger then reached toward his ankle where he wore an ankle holster with a 9-mm Glock pistol, charging documents say.

Morris tackled Grainger in an attempt to wrestle the gun away from Grainger. A friend of Morris' joined in and both were trying to hold Grainger when the gun went off so close to Morris' face he suffered powder burns on the upper lip and nose, charging papers allege.

The stray bullet passed through Penaluna's hand and then went into Thorsnes' thigh. They were uninvolved in the fight and were taken to Harborview Medical Center for non-life-threatening injuries.

Grainger is being held on $350,000 bail. He has a history of anxiety and schizophrenia, according to court documents, and has been on methadone since he was 18 for drug addiction.

Grainger had a concealed weapon permit for the handgun.

The gal eveidently can't go out in big crowds any more and Washington States requirement of mental health for ccw isn't mentioned at all.
 


Ya'll might contact the NRA. They've had good luck in California getting these types of things tossed.

seattle property is pretty vague. Is that inlcuding sidewalks/roads that are owned and maintained by the city of Seattle. Yep, this is one law that doesn't matter. Thanks mayor, try again.
 
Actually, his EO directed all of the city departments to come with a plan to ban guns on "city property" within 30 days. There will be some public comment, but the EO does not require any approvals.

I dont' think this will withstand a court challenge, but it certainly shows that the citizens of Seattle really need to dump this twit at the next election. Then the Chief of Police can get canned simply because he's Nickles's yes-man.

How did he LEGALLY get a firearm let alone a CCW if he has a history of drug addiction?:confused:

Our state, Nevada, undertakes an extensive check of applicants for the Concealed Firearm Permit, eliminating applicants with drug, criminal or mental health histories.

Washington residents, what is the procedure up there? Do they really issue permits to crazed addicts, or is the journalist full of it? I never did trust newswriters to get the story straight.

He has been taking methadone since he was 18 for his drug addiction. Once taking an addicitve medication for you addiction your are probably in recovery and no longer considered an active drug addict.

Of course, I could be wrong, it wouldn't be the first time.

That's almost as funny as the mayor of Detroit vetoing the resolutuion that the Detroit city council passed, and which resolution called for the Governor to investigate and terminate his service. :banghead:

Pretty wide open to see who dropped the ball or even if the ball was dropped. I am sure there is more out there in the RCW's but I found this fairly quickly.

(2) The issuing authority shall check with the national crime information center, the Washington state patrol electronic database, the department of social and health services electronic database, and with other agencies or resources as appropriate, to determine whether the applicant is ineligible under RCW 9.41.040 or 9.41.045 to possess a firearm and therefore ineligible for a concealed pistol license. This subsection applies whether the applicant is applying for a new concealed pistol license or to renew a concealed pistol license.

(ii) After having previously been involuntarily committed for mental health treatment under RCW 71.05.320, *71.34.090, chapter 10.77 RCW, or equivalent statutes of another jurisdiction, unless his or her right to possess a firearm has been restored as provided in RCW 9.41.047;
 
Politicians who create unconstitutional laws should be punished on the level of rapists and murderers. There is absolutely no excuse for raping and murdering the very document that this country is based upon.

Not only should this be repealed, Mr. Mayor should be thrown in prison with the rest of the bad immoral people that have no place in the United States.

That's my rant for the day.

Methadone programs are confidential, like a doctors care...

That is unless you are court ordered to the methadone program.

I personally don't believe that if someone is taking methadone, they are in recovery... They are merely substituting a legal substance for an illegal one.

Once the come off the methadone, and seek recovery in some capacity, then I think differently about what they are doing.
 
I just moved from Snohomish county over the winter. There was a question on Sheriff Bart's application about whether you were a felon, drug user, mental case or under treatment for such. I suspect this fellow may have lied on his application. I do not know what changes Lovick may have made to the application process.

With the mess Washington's social service are in and the way they are administered its possible he was never actually entered into the system properly. If her were under private care he may not have come to the attention of the state at all. Of course there is the issue of falsifying his 4473 if he purchased the pistol himself. Lots more unanswered questions the article doesn't ask.

You are prohibited from carrying at outdoor music festivals. I suppose you could make a stretch and call the various events at Seattle Center music festivals since almost all of them have some kind of concert associated with them. Where this occurred would be within earshot of the concert venue but not actually in the venue itself.

This is typical of the Mayor. I'm sure Chief Gil was right there next to him supporting this wholeheartedly. Nickles should probably be more concerned over where the Chief's stolen department issue handgun is.
 
I would say this thread needs some immediate action. People in Seattle should be able to challenge this in court the day it becomes official.
