What is the deal with theis Smith and Wesson

What is the story behind Paxton Quigley ? I bought a Smith and Wesson and called Lew Horton and they said it was a Limited Paxton Quigley ? Who is Paxton Quigley,, its a 3 inch 640 PC. Any information would be appreciated.
