Building An SBR, Need To Register It, But Which Method And How?

(I apologize if this is posted in the wrong section. Please move accordingly if it is.)

I live in Texas - Galveston County to be exact. I am in the planning stages of building a Yugo M95 SBR and need to go through the proper ATF channels to get a tax stamp. (I haven't constructed the gun yet, nor do I have all the parts sitting around in a pile, something that, I believe, is illegal according to the ATF.)

Trust? CLEO signature? Other methods? Anyone here actually do this in Galveston County, Texas? I heard that obtaining a CLEO signature in Galveston County is actually fairly easy (compared to say, Harris County, which is Houston). But is CLEO the best method?

If getting a CLEO signature is easy, and you don't have a good reason to use a trust, I'd go with the CLEO. If there is a local NFA dealer contact them and see if they know who signs off.

Here, I just mail the paperwork to the Sheriff's Office and they sign it and mail it back. Some places you'll have to go in person, so it differs by area.

After you get your paperwork in order, just send it off with a check and wait. When they send it back to you start your build.
 
Go for CLEO first, form 1 SBR. If you can't do that, do a trust, and again, form 1.

It's simple, and no, you don't need to write to the BATFE and ask them about it - it's well hashed out in law, and they can take YEARS to get a letter back to you. By that time, you'd already have your SBR registered and built. :)
 
I am in Houston and have a Class 3 dealer who is also a lawyer. I had him write a trust for me and do all of the paperwork. PM me if you want the contact info.
 
1) Trust route - Buy Quicken Willmaker w/ Revocable Living Trust @ Sams club $39.99
2) Make the living trust using Willmaker & have it notarized at your bank & file it w/ county courthouse
3) Fill out TWO form 1's (reason is important on Form 1's so don't put Zombies and crap) use "investment"
4) Fill out certificate of US citizenship form (you sign it)
5) Fill out the 922(r) compliance form (you sign it)
6) Fill out $200 check made out to US Treasury (BATFE) whatever the form your using says to use.
7) Send all forms & check to the BATFE address in Georgia (not IL - unless you want to wait longer)
8) Wait ... wait... wait...
9) Wait some more after it goes pending in 60 days.... wait longer.
10) At or under 120 days have past you should have your Form 1 back w/ stamp & your done

Oh and don't forget to send the firearm off to be engraved w/ your name (or revocable trust name), city, and state - while your Form 1 is pending.

That way everything is ready to go when you get your stamp back... unless the place that is cutting the gun down for you can do the engraving too which many do. Just have an idea so you don't have any more hold-ups beyond the 120 day waiting period + gun cutting work.

Follow-up:

I made a call to Galveston County Sheriff's Office yesterday and asked to speak to someone that could sign my ATF Form 1. After a couple of transfers and one call back, I have an appointment at 9:00 am on Tuesday for an autograph. No one on the other end of the phone seemed to be put-off by by the request in the least. After the form is signed off, I'll start the next step, which is nicely outlined by several folks in this thread.
