I currently own a handgun that is registered to me in the State of Hawaii. I want to give the handgun to my son who is a resident of Colorado. Can you tell me what steps I have to follow to complete the transfer legally? My son has no criminal record that would bar him from ownership.

Also, what would you recommend as the best and safest way to send the firearm to Colorado from Hawaii?

You should be able to send it through an FFL to an FFL in Colorado. Your son will have to go to a FFL here (gun shops around here do the transfers for 20-30 dollars) and they will send a fax or copy of their FFL to your FFL. Then you'll send the pistol to the Colorado FFL, who will transfer it to your son.

I am not super familiar with Hawaii's laws, but your best bet is to visit a gun shop in your area to make sure what I am telling you is 100% accurate.

You should be able to send it to your son's FFL via UPS or FedEX.

Shipping through an FFL is not legally required by federal law, and I wish folks would quit throwing it out there as "the" option.

The federal laws and shipper's regulations on shipping firearms:
Shipping a gun - who, how, where, when and why

As stated, it's not legally required to use an FFL on the sending end, but some FFLs won't accept a shipment from a private party as a matter of personal policy. Also, an FFL is allowed to mail a handgun via USPS, while a mere mortal has to use UPS Overnight Air, which is very expensive. It may be cheaper to pay Priority Mail + sending FFL fees than UPS OA.

The two legal requirements in Federal law are that the gun must be transferred to your son by an FFL in Colorado and you are prohibited from using US Post Office to mail the gun to the FFL in Colorado. Everything else is going to be either a company policy or an optional decision on your part.

The cheapest way will probably be for an FFL in Hawaii to mail the gun to the FFL in Colorado.

To be more clear, it's illegal for a non-FFL to use the U.S. mail to send a handgun.

A non-licensee can mail a long gun to any legal recipient.

UPS and Fedex have gotten real finicky about shipping handguns in my area, so much so that I've given up. But even when I was successful it was still about $65. My FFL will ship USPS, package the gun for me, charge his fee and its still significantly cheaper than UPS or Fedex. So in my area shipping via an FFL is the cheapest and best way to ship a handgun, unless of course you factor in a possible impulse buy while you're in the shop :)

Since the OP isn't sure of the rules anyway I would recommend shipping through an FFL and not worrying about learning all the shipping laws and courier policies. Nowadays its just "more better."

Another advantage of using a FFL to ship the gun is much less paperwork/hassle/phone calls for you if the gun is stolen while being shipped.

Just speaking from personal experience.

And the only legal recipient across state lines is a licensee.
Under federal law, you can mail or ship a long gun or ship via common carrier a handgun to yourself in any of the 50 states.
