Interstate transfer requires a FFL, which meand your friend will have to do a BGC and fill out the silly form.
I see no reason you couldn't send it to him and pay the transfer fee, call a few shops in his area.
Federal law will require that the handgun be sent to an FFL in your friend's State of residence, and the FFL will do the transfer. Your friend will need to fill out a form 4473, a background check will need to be done, and any local requirements will need to be complied with.
You'll want to work out ahead of time the details of shipping to the FFL. While it would be legal for you to do it yourself (by FedEx or UPS in accordance with their rule, but NOT USPS), some FFLs for their own reasons do not want to received a gun for transfer from a non-licensee.

I did but must confess it was after I posted. This was still helpful in that I really didn't need to read pages of how to properly wrap my gun in anything but newspaper.
