If you have a DSLR-type with a flash, aim the flash away and bounce it back onto the firearm to be photographed with a 'bounce card'. The cheapest 'bounce card' is a sheet of foamcore from an art store.

And according to CA state law, a CCW issued in one county is valid statewide. No matter what the sheriff tells you, you look at state law and see if it says he can make restrictions like that. CA has a preemption statute for gun laws.
