Yup, any good smith will use the proper tool for the job, including spending the money on a set of proper screw drivers.
Personaly I like and use the Brownells magna tip set.

Well, the most "powerful" I have ever carried was a cobray 45 LC/410 shotgun derringer. This is probably not what your looking for but it fit the pocket just fine. Only reason I carried it was I had to have a back up that in no way looked like something an LEO would carry for working...
Just a quick thought. Have him check all the brass from the rounds he was shooting and see if they are all the same length?? Sounds to me like the ends of a couple of pieces peeled off and stuck in the chambers!
Not sure when they started but I believe that just about all rugers have a warning stamped on the bbl. My single six I got in 1976 and is not stamped. Well at least not a warning, it does say "Made in the 200th year of american liberty"
I don't think that I have ever had one that worked right. Only way to tell would be to try. I would only try to use the "new" cylinder and then use the ejector from the old cylinder, better chance of things turning properly. I'm guessing that it will still take some tuning to get it right...
Right handed and use to carry on the outside of the right leg. This was a BUG (J frame S&W) under uniform pants and it did not show at all. Tried going inside of the left leg but the first time I got in a foot chase I beat the snot out of the inside of my right leg with the thing!
Should be left hand threads. Insert empty cases into the cylinder before you try to unscrew it. I had a pair of gas pipe pliers that I had clamped closed and them drilled a hole in just the right size to clamp down on the rod to grasp it with out doing any damage.
