They're all good choices. You might see about a Kel-Tec P-32, it would have the lightest recoil of the ones you mentioned due to the .32 and locked breech design.
Having said that, 50 rounds at a time is fine for practice even if it can be uncomfortable so you might think about a .380 too.
They are safe to dry fire. No snap cap needed. Not just my opinion but also that of those on the Gunboards Makarov forum. I dry fired my unissued Bulgarian in excess of 2,000 times to loosen up the DA trigger pull with no ill effects.

I'd bet few veterans would buy one. Probably more are bought by a family member of a veteran thinking the veteran would really think it's great. The vet would probably appreciate one from the CMP a lot more.
I see them advertised frequently in the NRA magazine, "American Rifleman".
I think they are mainly bought by those that aren't particularly enamored with them but figure that since there won't be any more made that some fanatic will pay big bucks for one in 5+ years and they'll make a bunch...

There is an important difference between the 2 pistols, in the minds of some anyway -
When an LCP jams or otherwise doesn't function properly, it's because it's ammo sensitive or needs further break-in / cleaning / lube, etc.
When the Kel-Tec P-3AT does the same thing, it's a POS. And not...
KT recommended not dry firing before they used the buttonhead screw on the 2G models. They recommend not dryfiring due to possibility breaking the firing pin. Many have dry fired plenty of times without ill effects but doing it extensively could possibly damage the pin. I've seen very few...
