A nice .22 rifle is always a good firearm to pass down. What if he doesn't get into guns? A .22 will always be useful. Or any lever action rifle. If I wanted to pass down a 1911, I think I'd have to stick with Colt. I think any gun you choose, he will cherish because it came from you.
I purchased a Bersa Thunder Duotone for $289 last year. It's a great shooter, accurate, and low recoil. I remember having one FTE out of 500 rds. Sounds like a good deal with the ammo.
I was at a public range at a WMA. There were probably 8-10 people shooting and out comes 4 turkeys out of the woods onto the range with no fear. It's like they knew it wasn't turkey season.

I received packages delivered by UPS, left at my front door, that look like bears handled it. Luckily nothing has been damaged thus far. I don't know the time frame to report an item has been damaged but you might want to consider that option.
