Another way to tell if some brass is once fired is the discoloration left from annealing. Not all once fired brass will show discoloration, but any that does is almost certainly only fired once.
I wet tumble mine with stainless steel pins and there is still enough bur that the expander makes a little shaving. This might be partly due to the blade getting dull and next time I process some brass I'll rotate it.

I have an older M&P 15T and it's stupid accurate for an off the shelf AR.
Last time I shot any factory ammo with it, it was MOA at 200 yds with Rem UMC 55 gr.
Most M&T have a 1/9 twist. What weight bullets are you shooting? Could it be you are shooting heavier bullets than it can...

First I’ll echo the comment on buying used. I shopped used when I first got started and found a guy selling his entire kit. I paid $500 for everything and sold...
As someone else once said - to piss off reloaders.
But really it is to prevent popped primers during cycling of the weapon. Particularly AR based guns.
