    Mass transfer help

    I have been wanting a Nagant M1895 for some time and found a nice one for sale online and inquired about a few at a local gun show, problem is that I have no C&R nor do I want one. No FFL dealer in MA can do the transfer citing that It would be illegal because it was not in the state before 1998...
