Mass transfer help

I have been wanting a Nagant M1895 for some time and found a nice one for sale online and inquired about a few at a local gun show, problem is that I have no C&R nor do I want one. No FFL dealer in MA can do the transfer citing that It would be illegal because it was not in the state before 1998 and is not on the MA approved roster which prohibits MA dealers from accepting the transfer. So I have several friends with C&R FFl, which this antique meets the curio requirement, is it legal for them to purchase it and sell it to me via private sale in MA?
 
Probably not. They are in effect dealing with a collector's license so they are breaking the terms of their license.

as a C&R holder, i can not receive an item for you
nor can i sell as a means of business.

in therory, if your friends had a 1895, then found a better condition/ more colectable 1895 they could sell you the first 1895 and be doing so in order to "better thier collection"


so yes a MA C&R can sell to a MA resident, as the EOPS list and AG requirments only apply to dealers. but you are subject to Fed laws about use of the C&R license.

if i didnt many any sense i apologize.

the EOPS list and Attorney Generals requirements only pertain to DEALERS. a C&R holder is not a dealer. and a gun sold by them is just a private sale.


however, as a C&R holder, you cannot serve as a transfer FFL. so i mean if your friend received a 1895, then immediately sold it to you, he may be in trouble with the BATFE
