Yes, it does appear that the shroud is bottomed out on the bolt and it is about 1/2 shy of being where it needs to be.

Further investigation has revealed that my bolt is bottomed out in the shroud and I am 20 to 30 degrees from the correct alignment. Do I remove just a little from the bolt or try to address the shrould. The original works fine.
