You should be able to "scope" in the FS to 300 yards, that cartridge has been around a long time and is quite accurate.

Either Ruger or S&W in .357 will be fine, but go with stainless steel, and keep .38's in it for use other than the range.

No felonies here. You can sell at a gun show without a background check, just a private sale. It happens. It's a good idea to have a bill of sale, if the buyer has a drivers license, good, but are they "allowed" to own a weapon? Up to you to decide, but in Virginia, no requirements.

The local gun store has a (EDIT: new) CZ 75B in 9mm, for $470. I imagine they'll ship, but only to a FFL holder.
