There's no general "handgun ban" in Maryland except for 'assault pistols' [AR15 of AK pistols]. The State Police have a list of approved handguns: http://www.mdsp.org/services/handgun.asp
and there are very few pistols that aren't on the list. I believe this list applies to new purchases...

You can easily make your own spent casing valve caps by placing a drop of super glue inside a .40 and sliding a regular valve cap inside it - a little more authentic IMO.
You'd have a better chance of seeing nationwide CCW laws pass in Congress than have any distributor/retailer ship you a C&R firearms to the District. Yes - it MAY be legal, but I've had major online retailers refuse to ship even small parts like stocks & spring to my DC work address.

Are you sure? I know a lot of folks are reporting SKS-this-and-that, but MSNBC just claimed it was a WASR-10 & were pretty specific on manufacturer [Century] & caliber [7.62x39].
MSNBC just reported it was a Century WASR-10 in 7.62x39. Graphic shown was of an AKM-type rifle with 30 round mag, slant brake & thumb-hole/Dragunov-style stock.
