1903 experts: need advice on feeding hang-up/headspace question

My 1903-A3 works but chambering is decidedly un-smooth. I have a custom .270 on a Springfield action and it's like buttah, but my A3 hangs up about an inch before fully chambered. It appears to me like it's at the point where the rounded bit at the top of the extractor claw has to roll around the rebate in the rim. I bought another extractor and it does the same thing. So I filed the "ramp" in the extractor a bit (carefully) and India stoned it, and I suppose it's a bit better but it's still hanging up. If I do it with authority it works fine, but I'd like it to be free from the "hitch" if possible. Here's a short vid.

Also I may be misunderstanding how the headspace is determined on these rifles. it was my understanding that the rotating lug halfway back on the bolt bears on the receiver. But on mine there's about a 1/16th inch space there.

Is that normal?

Headspacing is done with the locking lugs on the front of the bolt.Your "rotating lug" is a safety lug and doesn't have anything to do with headspace.
My '03 MKI has two ejection ports - that would really confuse you.

The third safety lug should not bear on the rear receiver ring unless the locking lugs come unhinged and allow bolt set-back.
It is only there to prevent the bolt blowing out of the action and killing you in the event of a catastrophic failure.

Some friction is always going to be there with a controlled round feed extractor.

It has to spring enough to allow the extractor groove to slip up the bolt face and still give spring tension on the extractor at all times afterward.

The best you can do is polish it and make sure there are no sharp edges or burs digging into the case.

Stoning off too much of the hook could result in the extractor slipping off a stuck case instead of tearing the rim off if it won't come out like it should.
