Yes, they can. I have a high number SA 1903 that has a 1903A3 Browne & Sharpe (I think) bolt in it. The bolt the gun came with had a damaged lug and bad headspace. After checking the receiver locking surfaces, I bought a replacement bolt and it works great. The 3rd lug isn't one of the nice and purty contoured ones, but the big block, but it works.
They are mechanically interchangeable.
No doubt somebody will warn you about headspace, but F. Guffey reported checking a number of Springfield bolts and finding them amazingly close.
yes they are identical, the main differences between the 03 and the A3 are that a number of the small parts were stamped rather than milled on the A3 and the sight setup. mechanically speaking they are identical.
