What exactly is this named for? I'm assuming a Weaver rail is named after someone named Weaver, but who or what is "Picatinny"? And is 1913 the date it was first used on a firearm, or does it signify something else?
I looks like the 1913 comes from "MIL-STD-1913" which establishes a 'military standard' for the 'Dimensioning of Accessory Mounting Rail for Small Arms Weapons'
