Our action on this absurd zombie legislation that Menendez and Feinstein have reanimated is to reach out to the senators that are not hard Antis and point out that suppressors are already NFA regulated and registered items requiring not only a background check and approval, but Chief LEO notification, that suppressors are legal in 42 states and legal to hunt with in 40 states, the Europeans and the 42 states treat them as hearing protective devices for shooters and as a courtesy for others, Federal "buy backs" under the force of law are violations of the Fourth and Fifth Amendments, and that anyone supporting the legislation will be on the wrong side of the states and an embarrassment for supporting banning a federally regulated and registered firearms safety devices.

Focus on the Senators from states where suppressors are legal since their state legislation almost uniformly cite the improved safety and courtesy of suppressors in their language.

Aside from prohibiting silencers, the HEAR Act would also:

  • Authorize a buyback program for silencers using Byrne JAG grants;
  • Provide individuals with a 90-day grace period after the date of enactment for individuals to comply with the ban;
  • Provide limited exceptions for certain current and former law enforcement personnel, for certain Atomic Energy personnel and purpose, and for certain authorized testing or experimentation.
This died in 2019 when first introduced, but has been retread for 2021. In spite of the power of the Anti co-sponsors I don't understand why they think that they'll get close to a majority of the Senate to vote for the hyperbole and outright lies this is based on.

Oh, and while a senator might be a "lost cause" on firearms, unless they're one of the co-sponsors of this reanimated zombie bill they may be persuaded by citing the state legislation, federal background check/approval AND Chief LEO notification requirement, 42 other states with legal suppressors, and the inevitability of this legislation not passing or possibly even not clearing committee hurdles because 80% of the states support suppressor ownership and use. Tell them you understand the need for politicians to make these sort of dead on arrival legislation, but it is never beneficial to side against the overwhelming majority on something already heavily regulated at the federal level.

Can't hurt to take that approach. Can't win if you don't gamble.
