3 or 4 die set?

I would say go ahead and spend the few extra $ and get the 4 die set. I like using the FCD in 9mm. Some people like it some people hate it, only you can decide.

If you think about the taper on a 9mm case the bottom of the FCD has to be big enough for the bottom of the case (.391) and the neck is (.380) so if adjusted correctly it will not cause issues.
Do you need it to load good ammo NO. You can seat with the seat/crimp die and do the final crimp with the FCD.
I used mine for years before I learned what a terrible thing they are. :) (and still do)

I am quite happy with my Lee dies.
 
I don't use a FCD when reloading Nagant revolver ammo using 32-20 cases. Not that I load that many rounds of the stuff. The Nagant is a fun historical reference firearm, but not shot a lot.
 
If you buy from Amazon then the 4 dies set is not going to be much more expensive. I use the Lee FCD for 9mm, 40s&w and 357sig. For 38special I will use it sometimes, and for 357magnum have I never used it so far.

When you use the FCD you will feel when it does some post sizing. I get this more in 40s&w (range brass), than anything else. I actually have started using the FCD loading DEWC bullets in 38 special when I found some of my rounds did not chamber due to lead bullet being a bit oversized.

The FCd is probably not the purest/original way to crimp, but I have never had any feeding issues when I use it.
