Am I wrong in thinking the bolt should tighten and bind instead of not turning at all.
No, you are correct.

Is there any chance the case rims are so far out of spec the Remington 700 extractor will not snap over them?
Or case head diameter so big they won't fit in the bolt face at all?

Either one would do it.

If the extractor is failing to snap over the rim, the locking lugs are not getting inside the lug recesses in the receiver far enough to allow the bolt to turn at all.

If it could start to engage the recesses, it should have enough camming power to put anything in the chamber with enough force on the bolt handle.
If it can't get that far into the receiver, it wouldn't turn at all.

Take the bolt out of the rifle and see if the offending cases will even fit into the bolt face recess.

The Remington extractor is often a problem if the rims are damaged. Take a bit of garnet paper and clean them up if there are any dents or burrs.

Another thing I note is that you are speaking of loaded rounds. Try chambering the empty cases. If they chamber, check the overall length of the loaded rounds -- you may be jamming the bullets into the lede.
 
I had the same problem with my 300 Win Mag Remington 700. Factory brass fit fine, but any once fired brass wouldn't chamber. I turned the die down as others have suggested, re-sized and they still would not chamber. It turns out I had a defective die, it was not traveling far enough down the cartridge to do a complete re-size. Perhaps try a different die.
