480 Ruger and H-110, OAL questions

Today I started loading Acme 370gr rnfp's with H-110. Planning to do a ladder test from 24.0gr up to 25.0gr in 0.1gr or maybe 0.2gr increments. Hodgdon's data show's 24.0gr min and 26.0gr max.

I did my usual zero and check on the scale, and started loading at 24.0gr, trickling up (don't have my powder measure set up yet). I noticed that the case looked very full, almost to the point of touching the base of the bullet. My COAL is 1.632" (seating the bullet to the center of the cannelure) vs. Hodgdon's COAL of 1.640". I made ten rounds total at this charge weight.

Hodgdon also used Hornady brass, but I'm using Starline brass.

I'm wondering if the difference in COAL of .008", combined with the difference in case thickness/volume could have me at or near a max charge. Normally I would just start with a lower charge weight, but with all the warnings about not downloading H-110 I'm not sure I want to do that.

I really don't think I'll be over pressure with this charge, but if I continue to load my ladder 25.0gr may be compressed, and 26.0gr would very likely be.

What do you all think? Should I continue my ladder to 24.5gr, or download so my start charge is 23.5gr. Sorry, but I didn't think to measure or take a picture.
