A lower is a lower as long as the dimensions are in spec.

As far as a complete rifle goes, it would depend on what your planned use was. I like the PSA rifles and have a complete A3 from them. The RRA's are known for having really accurate barrels and the PSAs for having really good barrels. If one or the other has features that you like and is available at a price you're willing to pay, get that one.

-A reliable stripped lower receiver, pick from hundreds and I am a supporter of polymers
-Daniel Defense lower parts kit, if you can find it...or Spike's Tactical, Stag Arms, PSA...
- Magpul hardware, stock, grips, folding rear site (MBUS) if that's your cup of tea
- Magpul pmag magazines
- Vortex Strikefire red dot optics

You can upgrade to a Rainier Arms lower receiver if you have time (extremely slow and not great customer service) but excellent lower. Or your optics to Eotech. Or your trigger to a Geissele SSA trigger kit.
 
The amount of posts all over the internet about bad cmmg and dpms firearms is well documented. I don't remember if it was here or over on M4carbine.net but a gentlemen was talking about his cmmg barrel having the chrome lining flaking off, then pitting. When he called cmmg's customer service they blew him off. As for dpms they are a freedom group company. They are the bane of the firearm industry, every thing they touch turns to crap! Customer sevice has been bad since they took over.

If you are looking for a bargain go with Palmetto State Armory. If you have a little more coin go for Bravo Company or Colt. Daniel Defense or Noveske are nice but I can't justify a boutique AR purchase for myself, they do have stellar reputations though. It looks like you have some others giving you the same advice. As for building or buying, a complete AR and one with miss match parts have different outcomes. A full rifle with matching parts will have better resale value. A build your own will be your skill (or lack off) that put it together, it depends on what parts you want.

You could put all the parts you want together at PSA's expense and have them ship the rifle to you, or they could ship you the parts you want and do it yourself. I will leave you with something I hear constantly, buy once cry once. Go too cheap and you will regret it.
 
Any of the stripped lowers are fine... They are pretty much the same, it just depends which logo you want on the mag well. RRA makes good stainless heavy barreled uppers... They would be good if you wanted to make a long range varmint gun or a NRA High Power service rifle. PSA makes all mil-spec uppers with chrome lined barrels and good testing/QC... They would be the better choice for a fighting rifle, or if you place more of a premium on reliability and longevity over sub-MOA accuracy.
