Hodgdon's website load data lists 150gr as the heaviest bullet for BL-C(2) in 7.62x54r. Since they tested this powder for this caliber, chances are they also tested bullets heavier than 150gr with less than desired results. Pressure could have been too high, etc.

I've had good results with IMR 4064 and IMR 4350 with various 54R loads. You should get the 7.62x54R loadbook. It's only a few bucks and has a very large array of loads.

As an aside--as the reviewers note most of this data is old and uses .308" bullets. I have not found that to be a significant problem in ten odd years of handloading for the 54R. As always you don't start with the max load, you compare various loadings from various sources and you take note of what kind of loads your own rifle prefers. In other words, you can use the data for .308" loads for .311" bullets provided you have a Mosin with a .310" or .311" bore. And virtually all of them have that width or more.

Yes, it is an old thread, but I though my question was relevant.
What would be wrong with using .308 bullets in the 7.62? Too much space between the rifleing and the bullet? Loss of accuracy? Big explosions?

I slugged the barrel on one of my Mosin's and it came out to .312" lands, .314" grooves. At the time, there wasn't a selection of bullets for that diameter so I used .308 Sierra MatchKings 150 grain hollow point. I started from the very bottom of the Sierra load book with Varget and was pleasantly surprised. The rifle shot so well that I never bothered using a different diameter bullet. Now it uses Sierra 165 grain soft point boat tail bullets for any game in arizona. I gave it a trigger job ($5), polished the crown ($20), floated the barrel ($10), installed a receiver mount scope ($150), and full camo paint job from wally world ($30). It is the short barreled M38 carbine and I love shooting it. If you have a sticky bolt, you might try a .30 caliber chamber brush and a drill motor. Put some acetone in there and it will pull all that crap out. Good stuff.
