The Russian stuff have pretty hard primers. That's a good thing with an SKS, though, as the firing pin has no return spring. With reloads, I see little tiny dents on primers after feeding a round, kinda spooky. Never had a slam fire, though.

AK and ARs have floating firing pins too. Not an issue except when you get a surplus SKS with a ton of cosmoline in the firing pin channel.

I bought a 7.62 upper and had a tough time with the hard primers. I took the firing pin out and spun it in my drill press and went at the stop shoulder with a diamond stone. I can't remember how much I took off ( I think about 0.003) but it hits every time now. Maybe You can modify your Rossi to do the same? Weaken the firing pin return spring? Custom made pin?
 
I thought someone made a stronger hammer spring to help the AR 7.62x39 and 5.45 folks.

I have wondered about handloads for the 7.62x39 with 150 grain bullets for the .30-30 or even .308 PSP types.
