'70s Bench Rest 22LR gun with barrel rust

I'm considering buying a small bore Anschutz BR gun - Model 1411 rimfire rifle from the early 1970s.

Where the forend of the wood stock ends, there is a bad rust spot that is the size of a quarter. The rust spot has some large bubbles and the rust looks very deep.

The rest of the bluing on the gun barrel and action looks good and appears correct for the period. I have not inspected the barrel bore.

Question: What would be the options for repair?

1. Remove the barrel and have it reblued using a hot bluing process
2. Remove the rust and repair it with "cold" blueing...
3. Something else - ??

Obviously, accuracy in a BR rifle is paramount. Does the barrel removal and re-installation run the risk that the gun will not shoot as well as when it came from the factory (e.g., before the factory installed barrel was removed, repaired and then replaced)?

Is this a job for a smith who works primarily on rimfire rifles?
