I just picked one up that looks to be refinished, do any distributers do this or is it the work of bill in the basement? It's done well, the finish resembles the shine of a chinese sks. The metal parts on the stock are painted black. Rifleing is sharp and the crown is great too. Maybe this is what you get when you get a hand picked one? It's a pawnshop find that doesn't order anything so it's all used stuff.
 
If you got it straight off the rack I doubt that it's been refinished.
The shine of the stock is from shellac, basically like nail polish.
The paint isn't unusual, lots of rifles from that era (especially commonwealth) were painted for corrosion resistance.

Take a Pic of the barrel, use crayon to make the markings stand out, and post it
and many people will be happy to tell you what you have, most likely a $70 rifle that can chuck a decent pill down range mostly in the same spot

and can double as an oar, pike (you got the bayonet too right?) kindling etc...
