Using Lee 356-124-2R, Win SP, 4.0 gr. W 231, Mixed brass1.10" OAL, but I cant get them over 960 fps average, thus I cant make it in to MINOR. Any suggestions? Thanks.

More powder...you should be safe up to 4.5 grains with W231.
Or switch to Unique powder.

My Lee TL-124-TC bullets sized .358" chronograph @ 1068 fps avg using 4.2 grains of my very old lot of WW231 from my Beretta M9. Bump it a bit and see what happens. Prior to the Hodgdon takeover, Winchester listed 4.4 grains of 231 as their recommended max, and listed a velocity for that charge at 1086 fps.

Where are you getting your data? You need to get more resources.
Go to hodgdon.com and go to their Reloading Data Center. You will find that they recommend 3.9 grains to 4.4 grains W231 for a lead 124 grain bullet, but at 1.125" overall length. Adjust your powder charge upward, and adjust your cartridge overall length to 1.125". You'll make minor easily.
Almost any standard pistol powder can make minor in 9mm Luger with a 124 grain bullet.

I´m firing out of a Sig 226. My data coms from the Lyman´s 48th. As stated, max load is 4.4 gr. for the 120 TC Lead bullet and 4.1 for the RN Lead Bullet.

For these two short TC nose, long full diameter shank bullets get 1.050"-1.070" for my guns leade. The RN style you are using can most likely go longer, and only trial and error by seating a CLEAN "longish" assembled cartridge in your barrel, and progressively seating deeper will give you the answer you seek.
With so many different bullet configurations even with the same weight, it is nearly impossible to say a one OAL fits all. One good example is the Lyman 120 grain 356402 style bullet. Very long TC nose, and I seat those around 1.135". with good success.

Thank you Galil. I´ve used and use the Lyman 356402. 4.4 gr. w231, OAL 1.110" with great results in my G17 and Sig 226.

Your charge is too low. The Hodgdon Load Data site recommends a starting charge of 3.9gr W231 and a Max charge of 4.4gr W231 with a 125gr LCN bullet.
If charging 4.4gr W231 doesn't do it I would suggest using HS-6 to make Minor. HS-6 will do so easier than W231.

"Power factor" for various kinds of non-NRA Conventional Pistol competition, such as IPSC and IDPA. It's some combination of bullet weight and velocity. At one time, one of the disciplines made you shoot at a weighted pendulum.
I shoot bullseye. The paper's already dead so the NRA doesn't expect me to kill it. Ten holes in the scoring rings per target is considered sufficient.
