9mm WCC headstamp from 1943?

While reloading 9mm tonight, I came across a case with the Headstamp "WCC 43"

Is this possible at all? Did the military buy 9mm ammo in WWII?
 
Very possible.

England used the 9mm Sten, Engram and Owen sub-guns, & Canada was armed with 9mm Browning Hi-Power pistol, and 9mm sub-machineguns too.
We probably gave them a gazillion rounds of American made 9mm ammo because they didn't have enough manufacturing capacity themselves.

We also probably air dropped ammo all over the place to partisan fighters in Europe so they could use captured German 9mm weapons.
