Some good ideas for sure, but I disagree with the installation of the drain plug in the powder measure. Considering the total load process, the powder measure is only used for a small fraction of the time. So why would you want it permanently mounted anywhere?

Much better to mount your powder measure to a suitably heavy wooden base. That makes it mobile on the bench top. Move it closer when it's time to powder; move it to the back when not in use. And most importantly, simply turn it up-side-down to empty. That's a much faster and much quicker solution, and requires no machining.
 
An even crazier mod would be to cut the end off the Uniflow metering chamber and make your own quick-swap inserts to fit the empty tube. To dump the hopper, remove the insert.

I did this to my Lee PPM. Of course the PPM closable/removable hopper is a superior method of emptying the measure.
