A few questions- Newbie NIA

Hi,
I have a few questions, I have browsed around and could not specifically find the answer to them.
I am a Canadian Citizen, NIA, 18 years of age, and will be residing in North Dakota as a student in a couple of months.
I would like to either buy a handgun, or bring one of mine.
Does the ATF allow 18>21 to bring in handguns on the form 6's? (I satisfy all other requirements)

In terms of buying a handgun, during FTF transactions, what does the seller need to check? I will not have a ND driver's license, but will have a ND student card and will be able to prove 90 days residency in ND (in addition to 2 CHL's). Will this be sufficient?

Secondly, how can I legally come into possession of handgun ammo? I know I can not buy it from a store, but can I buy it at a gunshow? If not, can I handload it?

While the BATFE regulations are stickied at the top of this forum's page, you may have to go to the BATFE website about the Form 6 requirements.

BATFE will regard you as a legal resident alien under 21 years of age. BATFE would probably--but don't quote me--not allow your purchase of a handgun. SFAIK, you could legally buy a rifle or shotgun, with your passport as identification and your visa paperwork as proof of resident status.

Any other legal issues, SFAIK, would be state law. You'll have to find specific information about North Dakota laws.
 
Be sure to check on the legalities of possessing a handgun in ND as well, for those you already own (if ATF lets you bring them in). In TX for example, 18-21 can legally buy a handgun in a private purchase, but not from a FFL. you can only obtain ammunition by having a friend buy it for you, or being lucky and having the handgun chambered in a round thats also considered a rifle round.

I have checked with people from ND, and possession of a handgun is legal for 18-21 under state law.

d. A person under the age of eighteen years may not possess a handgun except
that such a person, while under the direct supervision of an adult, may possess
a handgun for the purposes of firearm safety training, target shooting, or
hunting.
There is no state law prohibiting the transfer of a handgun to <18.

The main reason I want to buy a gun in ND, is that any gun brought on a form 6 must accompany you every time you leave the US. As I will be traveling back and forth somewhat regularly, it would mean a lot of headaches.

As for ammo, is it illegal for 18-21 to handload handgun ammo?
 
I've never heard of any legal restrictions on handloaders as to age, whether gunstore gossip or Internet talk.

Hey, my uncle put me to work doing his reloads as well as mine, back when I was 16. That was 59 years ago. :)
