A load of ammo given to me

Had a bunch of ammo given to me, while most of it was in its proper boxes there are about 600 rds of what I believe (99.9% sure) is 7.62x39 but wanted to see if the gurus here could confirm. The head stamp is 31 on the top and 90 on the bottom. The ammo is packaged in brown paper wrap inside of sealed vaccum bags and is in a stripper clip which I imagine goes to a SKS rifle. It is brass all around.

I also believe they're Norinco, though I don't know if they're lead core or steel.
I do recall those where numbers on the headstamp of the Norinco ammunition I used to use in the 90's.

It's great ammunition and for the most part, NC (though you should clean as they are corrosive to be safe).

I don't believe Norinco is brass cased however. All those I've had experience with, both lead and steel core, had steel cases. You're saying it's brass cased after a magnet test and not simply due to appearance, correct?
 
That looks like copper washed steel cases to me. If it was brass it would be the same color as the primer in pic #3.
